Earn Benefits Online EarnBenefits uses a state of the art technology tool – EarnBenefits
Online (EBO) – and facilitated enrollment services to connect low-wage
workers to a range of income-enhancing public and private benefits,
such as tax credits, food stamps, health insurance, and bank accounts.
The program was initially launched in New York City in 2003 in
partnership with the United Way of New York City. EarnBenefits has expanded to Memphis, Atlanta, Baltimore, Louisville and Connecticut. Since its inception, EarnBenefits has connected low-wage workers in these cities to over 48,000 recorded benefits totaling over $58 million in value. Program Model EarnBenefits is designed to work with clients in three stages:
- Marketing and Education - User friendly materials, including
a public website, www.earnbenefits.org, inform low-wage workers about
available benefits and their potential impact on economic stability and
advancement.
- Eligibility Screening and Facilitated Access - The EBO
tool streamlines eligibility screening for benefits, application
submission, and tracking of submitted applications. EBO stores client
data, creating an efficient system to screen and provide application
assistance for multiple benefits and is designed to e-file completed
applications directly to local benefits administering agencies.
- Benefits Management - Once low-wage workers access work supports, EarnBenefits
helps them manage their benefits. This includes assistance with
recertification and linkages to financial education and coaching.
Additionally advice is given on how to continue to receive benefits and
supports, such as low-cost financial services and products, as
household income increases.
